Dubai Property Service Charges: How to Check Them Before You Buy

Last verified:

Quick answer: Check Dubai property service charges through the Dubai Land Department’s official Service Charge Index. Search for the correct project, usage and budget year, then compare the result with the apartment’s account statement. Use the applicable billed area to estimate the annual charge and check for separate fees or outstanding balances.

A lower purchase price does not always mean a cheaper apartment to own. Recurring building charges can change the monthly budget and reduce a landlord’s net return. Check the actual property before signing, rather than relying on an agent’s approximate area average.

What are Dubai property service charges?

Service charges fund the operation and maintenance of shared facilities in jointly owned property. The approved budget may cover common services, maintenance, utilities for shared areas, management, insurance and reserve contributions. Your apartment’s own utility bills and internal repairs are separate unless the relevant documents say otherwise.

Project

Match the tower or phase, not just the community name.

Year

A historic rate is not proof of the current budget.

Area

Use the applicable billing basis, not an advert’s rounded size.

How to check service charges through DLD

The official DLD service page provides access to the index through DLD channels, including Dubai REST. Screen labels may change, but the essential search information is the project, use and year.

  1. Get the property details. Ask for the exact project or tower name and the unit’s relevant ownership and billing documents.
  2. Open the official Service Charge Index. Follow the service link on the DLD page or find it in Dubai REST.
  3. Select the matching project, usage and budget year. A residential unit should not be compared with an office or retail budget.
  4. Review the result and its breakdown. Check which components form the total and whether anything is billed separately.
  5. Save the result. Record the project, year and date you checked. Request the approved budget from management if no matching current result appears.
  6. Reconcile it with the unit statement. Ask management to explain any difference before you use the figure in your purchase budget.

The index is not an arrears clearance certificate. DLD’s index notes that service charges do not include arrears. You still need the unit’s account statement and written confirmation of any amount outstanding.

How to calculate the annual service charge

For a rate quoted per square foot, a starting calculation is:

Annual service charge = applicable billed area × approved annual rate per sq ft.
Monthly budget equivalent = annual charge ÷ 12.

Consider a fictional apartment with a 900 sq ft billing area. These rates are made-up examples to demonstrate the arithmetic, not quotes for any Dubai building.

Illustrative rateAnnual chargeMonthly equivalent
AED 12 per sq ftAED 10,800AED 900
AED 18 per sq ftAED 16,200AED 1,350
AED 24 per sq ftAED 21,600AED 1,800

The gap between the first and last examples is AED 10,800 each year. Over five years at unchanged rates, that is AED 54,000. This does not make the lower-charge building automatically better: facilities, maintenance quality and the purchase price also matter.

Which area should you multiply?

Ask management to show the area used on the actual invoice and explain its treatment of balconies or other components. Do not assume a listing’s advertised area is identical to the chargeable area. If there are separate usage or community charges, ask for their billing basis too.

What to ask about the reserve fund

A reserve contribution helps plan for major future works. Ask whether the quoted total includes it and what the latest approved budget shows. A low headline charge may be less attractive if essential maintenance has been deferred. Request available budget information and ask about planned works rather than treating the lowest rate as the best value.

Check the unit’s balance before transfer

Request a dated account statement showing invoices, payments, credits and outstanding sums. Ask who will clear existing amounts and how prepaid charges will be apportioned at transfer. Record the agreement in the transaction paperwork with the parties handling the transfer.

If the statement and index differ, ask for an itemised reconciliation. Possible explanations include a different budget year, an adjustment, a separate charge or arrears. Do not assume a mismatch proves an incorrect invoice.

Your pre-purchase service-charge checklist

  • Correct project, tower, usage and budget year confirmed.
  • Official result or approved budget obtained.
  • Chargeable area and all rate components explained.
  • Reserve contributions and separate community charges identified.
  • Unit statement checked for arrears and credits.
  • Transfer adjustments and responsibility for outstanding sums agreed.
  • Payment frequency and next due date confirmed.

How service charges affect rental returns

Suppose a fictional apartment earns AED 80,000 in annual rent and has AED 16,200 in service charges. That leaves AED 63,800 before repairs, vacancy, insurance, management and financing. A gross rental yield based only on rent and purchase price misses these costs.

For an owner-occupier, put the monthly equivalent into a housing account even if invoices arrive less frequently. Your cash needs to be available when the bill is due.

Next step: combine the verified building charge with repairs, utilities and financing. Start with our Dubai property cash-budget guide for the purchase stage.

Frequently Asked Questions

Are service charges fixed forever?

No. Check the approved budget for the relevant year and leave room for changes in your longer-term budget. A seller’s old invoice is not a promise of future charges.

Does a “service-charge-free” offer remove the cost permanently?

Read the written offer. Confirm its duration, which components it covers, who pays during the promotion and what you owe afterward.

What if the property is still off-plan?

Ask for the developer’s estimate and its assumptions, but distinguish an estimate from a future approved operating budget. Model a higher-charge scenario before committing.

What if I cannot find my project?

Check the official name and budget year with management, then contact DLD through its official support channels. Do not substitute another project’s rate.
